Hmm well GTA is unable to find that DLL, which means either you deleted the file, it's corrupted (so I'd say reinstall) but you said you already tried reinstall, so, there's something wrong with your install CD's / DVD / whatever other way you got the game.

We aren't allowed to post files like that because of piracy.
