I used to get this error with non-steam Vice City but I found a solution and it fixed but I forgot what the solution was.

Also in game the Grand Theft Auto Font always comes up in the screen and the Menu is all glitched and flashing. I have updated my drivers and I am on Vista.

Try running in the game in compatibility mode in Vista, and also check these boxes:

'Disable Visual Themes'
'Disable Desktop Composition'
'Disable display scaling on high DPI settings'

for me, im on an emachines vista basic. the intel media accelerator crashes a lot of games. uninstall it, and let windows update find the two intel media accelerator updates, only install the 11 mb one. not the 3.5 mb one. now igfxpers doesnt crash at all, and it still looks fine.

Did you upgrade your display drivers as well as DirectX runtimes? You might also try on deleting the gta_vc.set file.

Ubisoft should take a look at this...
