Extract the contents of this zip to any directory you want

Download IMGtool 2.0 from http://www.spooky.nildram.co.uk/imgtool20.zip

Download TXD Workshop v3.4b or later from http://www.gtatools.com
or the direct link:

Start IMGtool

Click" File > Open" and open player.img in your San Andreas models directory

Find the .txd of the shirt you want to replace, click the name, then click "Commands > Extract" and extract the file to any place you want. 

now, open that .txd file with TXD Workshop and click "import" browse to the file you just downloaded (the .bmp in this zip), and click "open" 
Click save
Close TXD Workshop

Go back to ImgTool, find the .txd you exported, click the name, then click "Commands > Replace" and select the edited .txd you just saved. Now press "Commands > Rebuild Archive" This should take less than 1 minuite, 

press "File > Exit"

Go into the game and find your shirt in your closet, or in a shop :)

I've named the .bmp the name of the .txd I put it in, but you can rename it to any .txd's name you wish to replace. Just make sure the shirts' textures are the same shape or it will look screwed up in the game. If you're not sure what I mean, use the .txd with the same name as the .bmp :)
