  A special thanks to Alper Saracoglu for giving me permission to distribute his
Administrative Console.  His Administrative Consoles and Control Centers are
among my favorite supplements for a Grand Theft Auto.

  Click the Keyboard Shortcuts tab and use the drop down box in the lower right
corner to display which version of "GTA III" you have.

  It has the usual cheats, it lets you set Claude's Health and Armor (invinci-
bility), it has a teleporter with the ability to save locations and set hotkeys
for them, the ability to give Claude the three rewards for the Ambulance mis-
sion quickly, the ability to make Claude's vehicle fly (it's turned on and off
with the 1 and 2 keys; the x axis is forward/backward and the z axis is up/
down), ability to set and freeze mission time, ability to make Claude's vehicle
EP/DP/BP/FP and save such vehicles in his garages, a garage editor, etc.

  Copy and Paste the "GTA3Console" and "GTA3Locations" files I've included into
your folder for the Administrative Console (Program Files > GTA3Console).  They
have the default locations for the teleporter and hotkeys plus a batch I added:

  Ctrl + Num /     The raised part of the Staunton-Shoreside Vale lift bridge

                   The part that rises and lowers is inoperative in the early
                     part of the game.  You can teleport Claude in a vehicle
                     there from the start of the game to get the Hidden Package
                     which hovers over the road divider.  Have him use a vehicle
                     he can climb onto to get onto the road divider.

                   The harder way to send Claude there is to have him drive the
                     Dodo on the road from Shoreside Vale to the bridge, press
                     NP6 to cause sparks at the front of the Dodo, and release
                     NP6 near the edge of that part of the bridge to have the
                     Dodo fly up onto the raised part of the bridge.

  Instead of the Shoreside Vale Bridge mod you can use a couple of hotkey com-
binations that teleport Claude to the two areas the bridge would connect.  One
is Claude's Shoreside Vale save place, which is one of the default locations of
the GTA3 Console.  I added Alt + Del to have him teleport to the lawn beside the
road that's by the road to the airport.

                   Install one of the mods that makes it solid first:

                   You can also have Claude fly the Dodo or Rhino there.  An
                     easy to send Claude to Ghost Town is to use the Liberty
                     City mod for "Vice City"--the Dodo is easy to fly, it has
                     helicopters, and Ghost Town is solid.

  Alt + Home       Donald Love's penthouse

                   You can also have Claude fly the Rhino there, which is a bit
                     of a challenge.

  Alt + Ins        "You werent supposed to be able to get here you know"

                   The usual way to get Claude into the lot with this sign isn't
                     difficult.  Have Claude drive a small or medium size car up
                     the steps which are about 20' south of the entrance to the
                     underground parking lot in the southwest block of Staunton.
                     At the top of the steps, have him turn left onto the level
                     area then back up a bit and park with the back of the car
                     against the adjoining building.

                   Have him jump onto the top of the car then onto the first
                     floor roof of the adjoining building.  Have him go west on
                     the roof (avoiding the rectangular hole in it over the
                     driveway to the above ground parking lot) to the west edge
                     of that roof.

                  There, instead of having him jump down ahead and to the left
                     into the above ground parking lot, have him jump down ahead
                     and to the right into the lot with grass and trees.  The
                     sign is on a wall near the southeast end of that lot.

                   To have Claude leave the lot, have him go northwest along the
                     same wall as the sign is on, go past three bends in the
                     wall, then go up the concrete ramp.

  Alt + Page Up    Inside Joey Leone's garage

                   You can start "Salvatore's Called A Meeting," have Claude
                     go to Joey's garage but not start the cutscene, have Claude
                     teleport into the garage, get into the EP Mafia Stretch,
                     back it into blue hell, appear on land, then save the car.

                   The hard way to have Claude get to this location is to have
                     him put a heavy vehicle at the side of the garage at a
                     small angle, speed up gameplay twice with the TIMEFLIES-
                     WHENYOU code, and have Claude, held in place by the vehi-
                     cle, run at the wall till he goes through it.  You then re-
                     turn gameplay speed to normal by entering the BOOOOORING
                     code twice.

  Alt + Page Down  Inside the Shoreside Vale stadium

                   Have Claude go to Liberty Memorial Coliseum in a vehicle to
                     have a higher "camera" angle since the solid level is sev-
                     eral feet lower than the field.

                   You can also use the CORNERSLIKEMAD code, which causes Shift
                     to give a vehicle the "III" version of the VC Cabbie/Taxi
                     Boost Jump (on PS2, use the Car Hop code), and have Claude
                     do a Boost Jump from the stairs onto the upper edge of the
                     stadium with an Esperanto.  Near the end of my main ReadMe
                     file is a link to an instructive video by RPKGameVids.

  Alt + B          Rock island with a rock cave north of Portland

                   Once Claude enters the cave he can't leave normally, so have
                     him teleport to another location or reload the game.

                   You can also send Claude there on one of the boats at the
                     docks by Asuka's apartment building in eastern Staunton.

  Alt + Num 6      Kenji's rooftop garden

                   You can also have Claude fly the Rhino there, which isn't as
                     easy.

  Alt + F9         Inside Mr. Wong's Laundrette

                   You could also try to send Claude there by using the same
                     basic method of speeding up gameplay, etc., as can be used
                     to get him into Joey's garage (see above).

  Alt + End        Inside a store in southwest Staunton

                   This puts Claude in one of the biggest 3D storefronts in
                     southwest Staunton.  He can go through the non-solid walls
                     to several nearby smaller 3D storefronts, too.  You might
                     have him try an unofficial rampage while he's there.

                   You could also try to send Claude there by using the same
                     basic method of speeding up gameplay, etc., as can be used
                     to get him into Joey's garage (see above).

  Alt + N          The invisible plate over Portland west of Marco's Bistro

                   The better known way to send Claude to this location isn't
                     difficult.  To use it, have Claude drive an Ambulance up
                     the steps of Marco's Bistro to the top level, back onto the
                     mound of dirt, climb on top of the Ambulance, jump on the
                     roof, and go west to the invisible plate.

                   If you have Claude drop into the lot to the north, he won't
                     be trapped.  The game developers have thoughtfully provided
                     a ramp Claude can use to get over the west wall and out of
                     the lot.

  Alt + Num 8      Inside Claude's Portland save place

                   Use this during a mission so you can see inside the save
                     place without the game checking to see if you want to save
                     the game.

  Alt + M          The upper floor of the Pan-Lantic building under construction

                   It's the location Claude goes to on the elevator in cut-
                     scenes.

  Alt + Num 9      Airstrip (retry Dodo/Rhino flight)

  Ctrl + F5        The lighthouse

                   This puts Claude by the door of the lighthouse, which is on
                     top of a dome of invisible collision file stuff.  He'll
                     start sliding toward the water which you can partly coun-
                     teract by having Claude run uphill long enough to get a
                     closer look at the lighthouse.

                   This teleport location, like all the others, also works with
                     "Max Pain's Modded GTA 3," which gives the lighthouse a
                     base that's solid the way the visuals indicate it should be
                     and makes it easier to have Claude look around there.

  (Another location some people are curious about is the observatory on the hill
north of Shoreside Vale, but the observatory and the immediate area are non-sol-
id.  The easiest way to get a good look at it is with the Liberty City mod for
"Vice City."  The observatory is pretty basic since it was designed to be seen
from a distance, but if you want to get a close look at it you can send Claude
there with a helicopter and look at it inside and out.)

  Off road sub-mission pickup locations

  "Patriot Playground" (It's basically Ctrl plus F2, Ctrl + F4, Ctrl + F6, Ctrl
                         + F8-F12, Ctrl plus all six keys that "Del" is grouped
                         with on your keyboard, and Ctrl plus Num 4.  Sorry
                         about them being a bit out of order in the "Keyboard
                         Shortcuts" section of the Aministrative Console--I had
                         a couple of mishaps in which the Patriot flipped over,
                         etc.  Avoid pressing F1 or F3 or you'll get an instant
                         replay.

  Ctrl + F7 teleports Claude to the bottom of the sculpture made of road in the
sky in "Max Pain's Modded GTA 3."  Ctrl + K teleports Claude to the top of the
sculpture.  Claude appears in that last location on foot.  To give him a vehicle
you might use one of the default hotkeys, F10, which is "Bring my last car to me
(only if on foot)."


  How to add teleport locations and hotkeys for them to the Administrative
    Console

  Put Claude or Claude in a vehicle, depending on which you'd rather save, in
the location you want to save.

  You can use the noclip function of the "Mission Loader for Grand Theft Auto
III" by Cowpat to get Claude to otherwise harder to reach locations.  Press G to
turn off Claude's gravity then use Z and X to send Claude forward or backward
and steer him with the mouse.  Press G to have gravity return to normal for him.
Then turn off the Mission Loader so there isn't a conflict of hotkeys with the
Administrative Console.

  Run the Administrative Console as administrator, click the "Locations" tab,
click "Read Coordinates from GTA3," give the location a name in the "Descrip-
tion" box, and click "Insert as new Location"--your description appears in the
window below.  Click "Apply changes."  Click "X" in the upper right corner to
turn off the Administrative Console.  (For some reason, you have to turn it off
for your Location" to appear in the "Locations:" drop down box as described in
the next step.)

  Run the Administrative Console as administrator, click the "Keyboard Short-
cuts" tab, highlight your Location in the "Locations:" drop down box, and click
"Insert as new."  Your Location appears in the window below.

  Choose hotkeys: Ctrl, Alt, one of the keys available in the drop down box, or
Ctrl or Alt plus one of the keys available in the drop down box.  Make sure your
hotkey(s) aren't already being used.  You can also highlight a Command, Cheat,
or Location and click "Delete" to remove it.  (I'd recommend saving the Flight
Assistance commands, at least.)  Click "Apply" and check the box next to your
Location to make the hotkey(s) active in the game.


  The last few times I added a Location, the hotkeys were changed for several
other Locations.  If you want to add Locations, you might delete some other Lo-
cations first and check afterward to see if the other Locations you want to save
have different hotkeys assigned to them.


  A few notes about flight assistance

  Have Claude enter a vehicle and you can use these controls to have it fly.
