On your stats page you will notice a stat called 'Flight Hours'. This tells how many hours and minutes you have been flying for, unfortunately it only counts flying in the Skimmer so all helicopter flight doesn't count.
The levels go up according to how long you have flown, if you have seen the movie 'Top Gun' (to which there are other links to in the game such as the 'Top Fun' vans) you will notice they are ranks of pilots on there.
There seems to be a couple of glitches with this however.
At about 30 minutes it will put you as 'Ace' which should be at 30 Hours.
Also occasionally you'll be Noops at 0:10, but at 0:11, you're back to an Aircraftman. Just ignore these, Ace is at 30 Hours not 30 minutes.
