Cholos Gangs

Why are included in GTA Vice City Stories a Mexican band, if this is a game where the story takes place in any American city?
What place in Mexico are the Cholos?
What led to the Cholos to the U.S.?

The Cholos were from Mexico and competed in a turf war for control of little havana with the Cubans, they eventually lose the war which is shown in 1984 VCS although they can still be seen a little in 1986.
As to why they came to America, who knows? I guess the game just needed a good gang.

Did you know that the United States some years ago initiated a policy by which it created an artificial border between the U.S. and Mexico?
The arrival of the Cholos in Vice City is it before or after this?

Vice City, whether Stories or not is STILL a 1980s setting. Regardless, realities with GTA and the USA or Mexico are really not intentional at all, the closest similarity exists with Red Dead Redemption still
