Lets say im making an "official" mod pack and want to know is it "legal" to mod the radios?

Depends how you mean. If you intend to remove the game's original files, that's all fine and legal. Replacing them with new music, whether you've bought it legally or not, and going on to effectively distribute that music is definitely illegal.

In one hand replacing the radios is cool, but on the other hand its just time consuming and also people just could add their music to the mp3 folder.
