Because the "complete pack" (which includes every GTA game released for PC) includes all the discounted games with an additional 75% off! This means you can own every GTA game for just £4.99 ($12.49). Offer is valid until the 24th October.
UPDATE: Apparently the "complete pack" deal is country-specific, while the individual games are on offer worldwide. It's definitely available in the UK and US though. Talk about good fucking timing. I randomly decided to visit TGTAP after a few years last night and received my credit card in the mail this morning. Thanks for the heads up on the sweet deal Chris!

PayPal also needs an International card. Anyways, my aunt has an Gold card (Visa or Master Card, don't remember), and she lends it to me whenever I need. Just that I'm broke right now, completely

I bought this and have installed GTA1, 2, 3 and Vice City so far, it's an incredible deal. Installing San Andreas as I type.
