I recently "persuaded" my friend to buy me this amazing game on Steam, by offering to pay him back. But when I tried to play, I got video glitches through cutscenes and gameplay. I've got some screenshots and as you can see, they change whenever I alt tabbed, but never went away, I tried reinstalling but to no avail. Anyone got any fixes?

Have you tried setting your game video settings back to the defaults? For example: usually something like turning the frame limiter off can cause problems, no matter how close to top-of-the-line your system is.
It DOES cause problems on high-end PC's, GTA 3 and VC weren't made to run at high frame rate. GTA SA seems to run well on high-end PC's except for the occasional mouse freeze.

Run the game and it should work fine.

ATI raedon has problems running GTA3 on Xp. I had this prob on my laptop. Go to your GTA3 MENU> OPTIONS>DISPLAY SETTINGS> TRAILS>OFF. Then to the GTA 3 User Files directory from my documents and delete the gta3.set file. Then open your game directory>models>and delete the txd.img and txd.dir.
Run the game and it should work fine.
OR just turn the damn frame limiter on...
