GTA IV Memory Usage...

Hi. I got this game for PC a long time ago. I stopped playing it because it plays like shit. I played on the XBOX 360 for a while, but I want to use the PC version for the Police Pursuit Mod.

My processor doesn't meet the requirements for GTA IV, but all my other components exceed the recommended. My problem is that GTA IV is using all of my CPU, but not a lot of my Video card memory or RAM.

Is there any way to make GTA IV use more of my GFX memory and RAM to get better FPS?

Do I just need a new processor?

BTW, this computer was a piece of shit (and still is). It has some generic Motherboard and had a built in video card and 1GB of RAM. I bought 4 GB more RAM and got a new video card. To make this better, maybe I should just buy a new video card? Idk, please help.

Remove the anisotropic filtering and turn off the shadows unless you have 1.0.6.0 patch.Lower resolution to 1024x768 too.
