I got some problem wit GTA 4

In Dxdiag my Diplay memory is Shown 358 mb, but In game GTA 4>>>>>>>>> Graphics place it is shown resource use 210/128 I dont know why? I should get 210/358. The graphics is coming shitty and my friend with 128 graphics is able to play easily. What configuration can fix this problem?

I use to have a laptop with Intel 965 graphics, trust me, it won't play this game, I couldn't even max out the resolution with it in GTA SA. Also, if you have nothing else to play GTA IV on, I suggest you should install the 1.0.4 or 1.0.5 patch.
