do you mean like the multiplayer pickups in San Andreas? if you mean that, then, no there isn't.
there is 2 multiplayer mods i know of for Gta Vice City, VCMP and MTA Vice City. I havent really used MTA for vice city, mostly VCMP. but work stopped on it a while ago since people were working on san andreas multiplayer stuff, for me it crashes often (like maybe every 20min). also your game needs to be a clean install with NO mods otherwise it wont let you in the server or it'll crash.
