I finished the Boulevard Baby mission and now have access to the .44 through Armando but it still doesn't spawn at the safe house even though I've completed more than 10 of the drug wars.

I have this exact same problem but mine is on the 360 version. There is a .44 introduced in the Boulevard Baby mission so.... maybe it will spawn afterwards?
