I don't think you can, just a try a mod.

I used to get this error with non-steam Vice City but I found a solution and it fixed but I forgot what the solution was. Also in game the Grand Theft Auto Font always comes up in the screen and the Menu is all glitched and flashing. I have updated my drivers and I am on Vista.
