The screenshots from consoles have some problem where they only draw 1 frame of any image, whereas video has over 30 at any second...I forget what frame rate GTA runs out. Confuses a lot of people. Can you still get achievements and stuff if you use cheats? Cheats are fun for after you finish the game though.

Just looks like someone messed about in photoshop with the colour levels and brightness. The artifacting of colours is the giveaway, particulaly in the sky, where the shading is more subtle when the image is darkened to it's 'natural' point.
