Okay, it isn't a virus OR spyware, it's a .txd file and a readme that replaces your "particles.txd" in your vice city/models folder. What it does is gives cars and vehicles Xenon Lamps, (high-intensity disharge). Here is a picture, (Nevermind the neons under the cars, that isn't my work).
